 Oil Heat Program for the 2011-2012 season has begun.

to receive an application.

Call center hours are Monday-Friday, 9AM-5PM Eastern Standard Time.

The Citizens Energy Oil Heat Program, in partnership with CITGO, works with thousands of oil heat dealers and local fuel assistance agencies in 23 states to provide deliveries of home heating oil to those in need.  This year the Oil Heat Program provided eligible families a one-time delivery of 100 gallons of home heating oil.

The Citizens Energy Oil Heat Program has delivered millions of gallons of discount home heating oil to poor and elderly households in Massachusetts and other cold weather states since 1979.  This unique program helps protect needy families from volatile heating oil prices, which often leave households having to choose between heating the home and paying for other life essentials, such as food, health care, or clothing.

I contacted Citizens Energy today about the questions asked below. Please see their response below as it will answer questions others may have as well:

Dear Sir or Madam:
Thank you for your interest in the Citizens Energy/CITGO Oil Heat Program, with 17 participating states. The only way to apply is to call the toll free customer hotline number of 1-877-563-4645 (1-877-JOE-4OIL) weekdays, excluding holidays, between 9:00 AM and 5:00 PM EST. You will have to give information to a customer service representative who will create an application form that then will be mailed to you for verification, signature and return.
We do not mail, email or fax blank application forms to people who are interested in our Program. While we appreciate your situation, this is not an emergency response program.
We currently are experiencing an extremely high volume of phone calls to the customer hotline (1-877-563-4645 or 1-877- JOE-4OIL).
We are working hard to answer as many calls as possible. If you cannot get through, or if you find the hold time to be too long, call back another time.

Just wanted to let folks know that the Joe Oil program is NOT part of the Consumer Council System of Maine and we do not have any way to speed up the application process nor are we able to answer any questions about the program. This is run by Citizens Energy out of Boston, Massachusetts.

I do appreciate your program which has helped me and some of my neighbors for many years when we needed help. I just wish we could still apply online as it is so hard to get through to your CSR. People who don't have internet at home can use the library internet service for free in their respective community.
